President Tamara Peterson called the regular meeting of the Board of Education of Bloomingdale Elementary District 13 to order on Monday, December 13, 2010 in the district office at 7:32 p.m.

Roll Call
Present: Mrs. Diane Birkley, Mrs. Fina Klco, Dr. Donald Litchfield, Mr. Terence McKeown, Mr. Cary Moreth, Mrs. Linda Wojcicki, Ms. Tamara Peterson

Hearing on Tentative Tax Levy
A motion was made by Dr. Litchfield and seconded by Mrs. Birkley to open the tax levy hearing at 7:33 p.m.

Motion Carried: 7 – 0

Dr. Perkins gave a brief explanation of the tax levy process. As no one from the audience had any comments or questions, a motion was made by Mr. McKeown and seconded by Mr. Moreth to close the hearing at 7:35 p.m.

Consent Agenda
A motion was made by Mrs. Klco and seconded by Mrs. Wojcicki to approve the items in the Consent Agenda, which included the regular minutes from 11-22-10; the approval of Bills in the Education Fund for $38,655.84, the Operations and Maintenance Fund for $39,418.04, the Transportation Fund for $62,236.96, Payroll (12-10-10) for $397,643.98, as shown in F.D. 12/13/10-1; the Fund Balance Report as shown in F.D. 12/13/10-2; the Balance Sheet as shown in F.D. 12/13/10-3; the Revenue Report as shown in F.D. 12/13/10-4; the Expenditure Report as shown in F.D. 12/13/10-5; the Activity Report as shown in F.D. 12/13/10-6; the Employment of Joy Tenney as a substitute paraprofessional at DuJardin effective 11-29-10 for a salary of $11.15/hour; the Transfer of Stefania Giusti as a substitute teacher at DuJardin from a paraprofessional effective 11-29-10.

Superintendent’s Report
Dr. Perkins shared historical enrollment data from 1997 to the present. The “decline in enrollment” trend continues. The district has experienced a 23% drop since 1999. Dr. Perkins indicated, however, that when we do begin to see the situation change and growth occurs, the district may be faced with a financial challenge. Dr. Perkins also shared enrollment projections through 2016, as well as current staffing patterns.

Dr. Schielke reviewed the district’s “gifted” policy with board members, and the district’s intent not to “label” any child. Gifted differentiation specialist Pam Gruzynski works with students directly who demonstrate a need for acceleration beyond the current differentiated curriculum; then designs or modifies the curriculum based on their needs. She continually collaborates with classroom teachers and provides them with the necessary tools to assist them in obtaining positive results for their students.

Board "Salutes"
The following people received a “salute” from one or more board members and/or the superintendent/assistant superintendent for their contributions to the Bloomingdale School District community:

Freedom of Information Request
Dr. Perkins shared with board members that one FOIA request had been received since the last meeting. Ms. Azra Naqri, a college student, requested an examination of the Board’s policy manual. She also, specifically, requested copies made of policies 7:180 through 7:250, which pertained to student discipline, suspension/expulsion procedures, student conduct, and student support. Ms. Naqri also requested a copy of policy 5:230 which addresses “Maintaining Student Discipline” by staff. Mrs. Ogden complied with Ms. Naqri’s request via email.

Second Reading/Adoption of Board Policy 5:330 (F.D. 12/13/10-7)
A motion was made by Dr. Litchfield and seconded by Mrs. Wojcicki to approve revised Board Policy 5:330, Sick Days, Vacation, Holidays, and Leaves. Voice Vote: all ayes

Policy 5:330 was revised because Veterans’ Day was previously listed as a paid holiday for all 12-month staff members. The day after Thanksgiving has been substituted as a paid holiday for 12-month staff.

Certificate of Tax Levy (F.D. 12/13/10-8)
A motion was made by Mr. Moreth and seconded by Mrs. Klco to certify Compliance with the Truth in Taxation Act, adopt the working Cash Levy Resolution, approve the Certificate of Tax Levy, authorize the Board President and Secretary to sign the necessary documents, and authorize the finance director to deliver these to the County Clerk’s office by the last Tuesday in December.

BOE Meeting Schedule (F.D. 12/13/10-7)
A motion was made by Mrs. Wojcicki and seconded by Mrs. Birkley to approve the Board of Education meeting dates for January through December 2011. Voice Vote: all ayes

Draft of 2011-2012 School Calendar
Dr. Perkins presented a draft of the 2011-2012 school calendar for the Board’s review. This draft was previously reviewed by the district cabinet and teacher union president for their feedback. The school calendar follows the guidelines issued by the Regional Office of Education. In response to an inquiry by Ms. Peterson regarding school improvement days, Dr. Perkins stated that evidence of positive student achievement data demonstrates the usefulness of these early dismissal/school improvement days.

Closed Session
A motion was made at 8:30 p.m. by Mrs. Klco and seconded by Mrs. Birkley to enter into closed session after a three-minute break for the purpose of discussing the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the District or legal counsel for the District, including hearing testimony on a complaint lodged against an employee or against legal counsel for the District to determine its validity. 5 ILCS 120/2(c)(1), as amended by P.A. 93-0057. Voice Vote: all ayes

The Board returned to regular session at 9:42 p.m.

Authorize Letters of Intent to Employ Candidates for Positions of Retiring Administrators (F.D. 12/13/10-10)
A motion was made by Mr. Moreth and seconded by Mrs. Klco to authorize the superintendent to issue “letters of intent to employ” to candidates for the assistant superintendent for learning and the special education coordinator for 2011-2012 under the salary and contract parameters discussed in closed session.
