SESSION SCHOOL BOARD MEETING MINUTES
Monday, December 8, 2003
President Donald Litchfield called the regular meeting of the Board of Education of Bloomingdale Elementary District 13 to order on Monday, December 8, 2003 in the district office at 7:35 p.m.
Present: Mrs. Patricia Bach, Mr. Tom Hong, Mrs. Mary Ellen Johnson, Mr. Terence McKeown, Ms. Tamara Peterson, Mrs. Linda Wojcicki, Dr. Donald Litchfield

Tax Levy Hearing
A motion was made by Mrs. Wojcicki and seconded by Ms. Peterson to open the Property Tax Levy Hearing at 7:36 p.m. Voice Vote: all ayes
After Dr. Perkins gave the audience an explanation of the tax levy process, a motion was made by Mrs. Wojcicki and seconded by Mrs. Bach to close the Property Tax Levy Hearing at 7:42 p.m. Voice Vote: all ayes
A motion was made by Ms. Peterson and seconded by Mrs. Johnson to approve the items shown in the Consent Agenda to include the Minutes from the 11-24-03 Regular Session meeting; the Approval of Bills in the Education Fund for $27,202.17; Operations and Maintenance Fund for $30,901.09; the Transportation Fund for $39,069.28 as shown in F.D. 12/08/03-1, the Fund Balance Report as shown in F.D. 12/08/03-2; the Revenue Report as shown in F.D. 12/08/03-3; the Expenditure Report as shown in F.D. 12/08/03-4; the resignation of Michelle Meech as Level I secretary at DuJardin School effective 12-5-03.

The Board reviewed the 2003 state school report cards. Dr. Perkins highlighted certain areas of the district’s information and student academic performance. He indicated that class sizes have remained low. There are a good percentage of District 13 teachers with master’s degrees. The majority of our revenue sources come from local sources. Scores indicate that students have made considerable progress in math. This can be attributed, in part, to the math program implemented a few years ago. Fifth grade writing scores and seventh grade science scores have also improved.
Board members were given information on the upcoming School Law Seminar in Woodridge sponsored by the school district’s law firm, Scariano, Himes and Petrarca. This seminar will be held on Saturday, January 31. Dr. Perkins requested that board members notify him or Mrs. Ogden of their availability to attend.

Tax Levy (F.D. 12/8/03-5)
A motion was made by Mrs. Johnson and seconded by Mrs. Bach to adopt the 2003 tax levy as presented by Janis Prehn and shown in F.D. 12/08/03-5.

Westfield Music Field Trip
The Board heard a report from Ms. Sue Metzger, band instructor, on a proposed field trip for the band and choral students. Ms. Metzger and Mrs. Karma Krzysiak, choir director, plan to take approximately 80 students to a youth music festival in St. Louis from Friday, April 23 through Sunday, April 25, 2004. These students will be supervised by approximately 20 adults. This experience will give students not only the opportunity to be judged and receive written comments from professionals for their performances, but also participate in mini-clinics and other educational activities. The group will stay at the Crowne Plaza St. Louis Airport Hotel. A number of fundraisers are planned to offset the cost of the field trip, i.e. bake sale, spaghetti dinner with a silent auction, and lollipop and pizza sales.
Mrs. Johnson congratulated Ms. Metzger on the progress made with the district’s band program.
Board members were asked for suggested topics for discussion at the upcoming Board Retreat. District Goals, negotiations, salary planning and the superintendent’s evaluation instrument will be topics for discussion. Due to conflicts in board member’s schedules, the dates of the retreat will be changed from January 9 and 10. Dr. Perkins suggested the evenings of January 6 and 7 or January 20 and 21. Board members were asked to notify Dr. Perkins or Mrs. Ogden by Tuesday, December 9 of their preference.
A motion was made by Mrs. Wojcicki and seconded by Ms. Peterson to enter into closed session at 8:29 p.m. for the purpose of discussing collective negotiating matters. Voice Vote: all ayes
Dr. Litchfield left the meeting at 9:30 p.m.
The Board returned to regular session at 10:18 p.m.
A motion was made by Ms. Peterson and seconded by Mrs. Bach to adjourn the meeting. Voice Vote: all ayes
The meeting was adjourned at 10:20 p.m.
