Vice-President Terry McKeown called the regular meeting of the Board of Education of Bloomingdale Elementary School District to order on Monday, October 24, 2011 in the district office at 7:03 p.m.

Roll Call

Present: Mrs. Diane Birkley, Mrs. Fina Klco, Mrs. Susan Lancaster, Mr. Terry McKeown, Mr. Cary Moreth, Mrs. Linda Wojcicki (Ms. Tamara Peterson entered the meeting at 7:31 p.m.)

Absent: None

Others Present: Dr. Kim Perkins, Dr. Amanda Schoenberg, Michael Pierri, Susanne Stankoskey, Joni Kotche, Patti Edwards, Deyana Matt, Ryan Anderson, Kathy Ogden

Ms. Peterson welcomed audience members.

Consent Agenda
A motion was made by Mrs. Wojcicki and seconded by Mrs. Klco to amend the Consent Agenda to include an application for payment for Ameresco (inadvertently left off the October bills list) and approve all items in the Consent Agenda which included: the Regular Minutes from the meeting held 9-26-11; Approval of Bills in the Education Fund for $355,533.98, the Operations and Maintenance Fund for $48,067.30, the Transportation Fund for $3,828.98, the Tort Fund for $200.00, Payroll (10-10-11) for $404,868.81 and (10-25-11) for $397,695.59 as shown in F.D. 10/24/11-1; the Fund Balance Report as shown in F.D. 10/24/11-2; the Balance Sheet as shown in F.D. 10/24/11-3; the Revenue Report as shown in F.D. 10/24/11-4; the Expenditure report as shown in F.D. 10/24/11-5; the Activity Report as shown in F.D. 10/24/11-6.

Superintendent’s Report
Dr. Perkins shared enrollment projections for the next few years, as well as a table showing previous enrollments starting from the 1997-98 school year. While these figures show a 23% drop over the past 13 years, there are signs that the elementaries will start to see growth, although not a dramatic difference.

November 15 has been designated “School Board Member Day” in Illinois. Dr. Perkins extended his appreciation to board members for the work they do for School District 13 students, parents, staff, and community. Each member received a signed certificate recognizing their service.

Board Reports and Requests

Freedom of Information Act Request
Dr. Perkins reported on two FOIA requests received since the last board meeting. Ground Effects Maintenance requested copies of snow removal contracts for the past five years. Illinois Central School Bus, LLC, out of Channahon, Illinois, requested copies of all transportation invoices from May for both regular and special education, copies of the last bid from our current vendor, and a copy of the current contract, as well as any extensions. Mrs. Ogden responded to both requests by supplying the appropriate information.

Board "Salutes"

The following people received a "salute" from one or more board members and/or the superintendent/assistant superintendent for their contributions to the Bloomingdale School District community:

2012-2013 School Calendar (F.D. 10/24/11-7)
A motion was made by Mrs. Lancaster and seconded by Mrs. Wojcicki to approve the 2012-2013 school calendar as presented and shown in F.D. 10/24/11-7. Voice Vote: all ayes

2011 State School Report Cards
The Board reviewed the state school report cards for DuJardin, Erickson, and Westfield. The State Board of Education has placed an embargo on the release of these report cards by the media until October 31. This allows school districts to disseminate their own data in a timely manner.

Annual District Audit
The Board reviewed the audit prepared by Mathieson Moyski Celer & Co., LLP for the year ending June 30, 2011. The district has achieved the Illinois State Board of Education’s Financial Recognition status with a perfect 4.0 score for the eighth year in a row.

Tentative Tax Levy
As required by law, the district presented an estimated aggregate tax levy to the Board for its review. If the proposed equalized assessed valuation (EAV) is calculated to exceed the previous year’s levy by 5% or more, a public hearing must be held. Although our proposed tax levy for 2011 represents a 4.92% increase over last year, the district will continue its policy of placing notice in the newspaper and holding a public hearing. A public hearing will be held at the December 12th meeting, and the Board will adopt the proposed 2011 tax levy at that time.

Closed Session – Employment of Personnel
A motion was made at 7:40 p.m. by Ms. Peterson and seconded by Mr. Moreth to enter into closed session after a brief recess for the purpose of discussing the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the District or legal counsel for the District, including hearing testimony on a complaint lodged against an employee or against legal counsel for the District to determine its validity. 5 ILCS 120/2(c)(1), as amended by P.A. 93-0057. Voice Vote: all ayes

The Board returned to regular session at 8:45 p.m.

A motion was made by Mr. Moreth and seconded by Mr. McKeown to adjourn the meeting. Voice Vote: all ayes
