President Donald Litchfield called the regular meeting of the Board of Education of Bloomingdale Elementary School District 13 to order on August 28, 2006 in the district office at 7:41 p.m.

Budget Hearing
A motion was made by Mrs. Wojcicki and seconded by Mrs. Johnson to open the budget hearing at 7:42 p.m. Voice Vote: all ayes

As no one from the audience had questions or comments, a motion was made by Mrs. Johnson and seconded by Mr. McKeown to close the budget hearing at 7:44 p.m. Voice Vote: all ayes

After the Board reviewed an addendum to the personnel report, a motion was made by Mrs. Johnson and seconded by Mrs. Wojcicki to approve items shown in the Consent Agenda to include the Regular and Closed Session Minutes from 7-24-06; Superintendent’s Report
Opening of School Activities - Dr. Schielke reported on a number of activities held in preparation for the opening of school. On August 14 and 15, 31 staff members participated in a gifted training workshop at the district office. The session was modeled after the work of Susan Weinbrenner, author of the book, Teaching Gifted Kids in the Regular Classroom. Dr. Schielke also shared information on an eight-day workshop she previously attended at the Gifted Institute in Palatine.

Dr. Schielke expressed her appreciation to the Regional Office of Education for sponsoring a half-day "new teacher" inservice, which was held at the Medinah Shriners Banquet Hall in Coordinator Liz Kotwas attended the session along with the district’s three new teachers, Patricia Edwards, Erin Quinn, and Julie Atchinson. The district’s opening day breakfast was again held at the Bloomingdale Golf Club on August 22. Dr. Stephanie Marshall, author of The Power to Transform: Leadership that Brings Learning and Schooling to Life, was the keynote speaker. Her book offers a view of what future “schooling” could look like. Dr. Marshall autographed copies of her book for interested staff members, and has offered to return to the district to continue working with staff.

Reading Program Evaluation - Dr. Schielke outlined the proposal from Academic Services, Inc., an outside firm that will conduct an evaluation of our reading program. The intent of the evaluation is to determine what has worked well for us with the current reading program, and what improvements can be achieved. Janice Skowron, a consultant for Academic Services, will conduct staff interviews, classroom observations and craft a survey to administer to staff during the period of January through April. Ms. Skowron will deliver a report of her findings in May.

Dr. Schielke paid tribute to our three reading specialists, Teddie Torney, Betsy Niemiec, and Karen Petelle for their offer of additional assistance to staff. Kudos went, too, to Dr. John Markgraf for conducting a book study session with a group of staff members one day over the summer. This prompted a suggestion by Mrs. Birkley that the Board participate in a book study of its own. A discussion ensued. Dr. Perkins stated copies of the book, Sixteen Trends: The Profound Impact on Our Future, have been purchased for board members, as well as members of the Citizens Advisory Council.

Proposed Goals - Dr Perkins shared the proposed district goals crafted by administrators during their retreat in August. These goals came as a result of the findings from the parent and community surveys administered last February. Three major goals emerged from their decision to ensure that the district be student centered, customer focused, and data driven. These are:

Dr. Perkins presented in greater detail the steps that may be followed in order to attain the above goals.

Citizen’s Request to Board
DuJardin’s PTO President Anna Marie Jamison, who was in attendance at the meeting, was identified by Dr. Schielke as one of three district parents who is serving on the school improvement team. Board members extended their appreciation for the parental involvement.

FY07 Budget (F.D. 8/28/06-7)
After reviewing the proposed FY07 Budget as presented by Janis Prehn, a motion was made by Ms. Peterson and seconded by Mrs. Wojcicki to approve the FY07 budget as shown in F.D. 8/28/06-7

Quarterly Investment Report
The Board reviewed the quarterly investment report for the period ending June 30, 2006, which shows an investment return of over $53,000. Although the district has continually seen an increase in the investment returns, Dr. Perkins feels that we could do better. Dr. Perkins and Mrs. Prehn will put together a proposal package for distribution to various investment institutions. A recommendation will be brought to the Board at the end of October.

OBKC&G Annual Law Conference
Board members were asked to R.S.V.P. to Mrs. Ogden if they plan to attend the school law conference on September 16 presented by Ottosen Britz Kelly Cooper & Gilbert, Ltd.

Status of Management Information Group Software Installation
The Board discussed what action steps should be taken in order to resolve the situation with Management Information Group (MIG) regarding their inability to provide us with the promised student software program. MIG has not responded to correspondence sent by Dr. Perkins or the district’s law firm regarding their concerns. The Board would like to see the contract cancelled and recoup the $20,000 already paid to MIG. The Board instructed Dr. Perkins to look for a new vendor (one that will offer the same features/attributes we’re looking for); he will bring a recommendation to the Board in March.

Closed Session – Employment of Personnel
A motion was made by Mrs. Johnson and seconded by Ms. Peterson to enter into closed session at 9:40 p.m. after a brief recess for the purpose of discussing the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the district or legal counsel for the district, including hearing testimony on a complaint lodged against an employee or against legal counsel for the district to determine its validity. 5 ILCS 120/2(c)(1), as amended by P.A. 93-0057. Voice Vote: all ayes

The Board returned to regular session at 10:08 p.m.
