President Donald Litchfield called the regular meeting of the Board of Education of Bloomingdale Elementary District 13 to order on Monday, July 25, 2005 in the district office at 7:39 p.m.

Present: Mrs. Patricia Bach, Mrs. Diane Birkley, Mrs. Mary Ellen Johnson, Mr. Terence McKeown, Ms. Tamara Peterson, Mrs. Linda Wojcicki, Dr. Donald Litchfield

Consent Agenda
A motion was made by Ms. Peterson and seconded by Mrs. Wojcicki to approve the items shown in the Consent Agenda to include the Regular & Closed Session Minutes from 6/27/05; the Approval of Bills in the Education Fund for $133,660.19, the Operations and Maintenance Fund for $102,787.82, the Transportation Fund for $13,302.36, Payroll (7/8/05) for $280,750.52 as shown in F.D. 7/25/05-1; the Fund Balance Report as shown in F.D. 7/25/05-2; the Revenue Report as shown in F.D. 7/25/05-3; the Expenditure Report as shown in F.D. 7/25/05-4; the Activity Report as shown in F.D. 7/25/05-5; the Employment of Kristen Novotny as the music teacher at DuJardin School effective 8-22-05 for a salary of $35,737.

Board Reports and Requests

Cabinetry for Curricular Materials Storage (F.D. 7/25/05-6)
A motion was made by Mrs. Wojcicki and seconded by Mrs. Bach to approve the purchase of cabinetry as outlined in a quote from School Specialty in the amount of $5,974.83 and shown in F.D. 7/25/05-6.

These cabinets will be used to house staff development and gifted materials in the conference room at the district office.

Closed Session Minutes Review (F.D. 7/25/05-7)
A motion was made by Mr. McKeown and seconded by Mrs. Wojcicki to continue to keep current closed session minutes unavailable for public release. Voice Vote: all ayes

FY06 Budget in Education & Retirement Funds
Board members reviewed the proposed 2005-2006 budgets for the Education and Retirement Funds. Balanced budgets are projected in both funds. Notice of the August 22nd public hearing, which will be held prior to the adoption of the FY06 budget, has been posted.

Middle School Lunch Supervision
Due to concerns for helping students be more successful during the lunch hour at Westfield, a change in lunchroom supervision has been recommended. Dr. Perkins has been in conversation with Westfield’s administrators and teacher union president discussing the possibility of offering this extra duty to certified staff. Currently, lunchroom supervision is handled by eight local parents, who are paid at a rate of $10.35 per hour, two hours daily. Having trained staff supervising the lunchroom would enable the administrators to be elsewhere in the building. The Board directed Dr. Perkins to pursue this idea further.

Research Review on Tracking of Students
As a follow-up to an inquiry from Mrs. Bach regarding tracking by ability vs. not tracking of students, Dr. Perkins provided research information he had acquired from the Educational Research Service. Current research supports de-tracking practices and suggests multiple student benefits. District 13’s goal is to provide the best experience for all children, while at the same time keeping them challenged.

A motion was made by Ms. Peterson and seconded by Mrs. Wojcicki to adjourn the meeting. Voice Vote: all ayes
