Things change rapidly in today’s uncertain economy, and
that’s certainly true of the FY2010 Illinois state budget.
Although some funding has recently been restored to the reading
improvement grant and the bilingual grant, cuts to educational
funding include the ADA block grant and textbook loans, among
others. A new law advances Corporate Personal Property Replacement
Tax data used in calculating general state aid by one year, and
final calculations are unknown. We have been advised to multiply
our first state aid payment by 22 payments (two short of the usual
24).
New information regarding NDSEC’s reimbursement, the hiring
of additional parapros and a third grade teacher at Erickson,
insurance costs for returning parapros, and the continuation of
Medicaid funds for another year are now reflected in the budget.
Interest money transferred from other funds is budgeted in the
Operations and Maintenance fund (instead of the Education fund)
to be used towards upcoming building projects. Any excess funds
in the Education fund will also be transferred to the O&M
fund at the end of the year. Transportation reimbursements were
calculated following the filing of our 2008-09 claim form in August.
