President Terry McKeown called the regular meeting of the Board of Education in Bloomingdale Elementary School District 13 to order on Monday, August 25, 2014 in the District Office, 164 S. Euclid Ave., Bloomingdale at 7:00 p.m.

Budget Hearing
A motion was made by Ms. Peterson and seconded by Mr. Moreth to open the hearing held for the purpose of receiving public comments on the proposed FY2015 budget. Voice Vote:  all ayes

As no one from the audience chose to make comments, a motion was made by Ms. Peterson and seconded by Mrs. Lancaster to close the hearing.  Voice Vote:  all ayes

Consent Agenda

Superintendent’s Report
Dr. Bartelt gave a brief summary of opening day activities which began on Monday, August 18.  Individual school faculty meetings were held, after which, staff participated in various activities in each building.  On August 19, the annual welcome breakfast was held for all staff, at which, Dr. Bartelt shared information regarding the overall state of the District and other relevant data.  Board Member Diane Birkley presented a staff recognition plaque to Erickson’s Katie Cockerham.  In the afternoon of the 19th, professional development sessions were held which included training in the new math series, enhanced P.E. training, music and fine arts curriculum writing.

Dr. Bartelt shared information on the Kids in the Know program which resulted from Erin’s Law approved by the General Assembly in early 2013.  Erin’s Law requires schools to educate students on sexual abuse awareness and prevention in all grades.  A letter is being sent home to parents/guardians explaining the program with the knowledge that they can request non-participation by their child(ren).

Dr. Bartelt shared a memo from Greg Leyden outlining the summer projects completed and a few still remaining.  The Board tour of schools has been scheduled for Monday, September 8 beginning at 6:00 p.m. at Erickson.

Board Reports and Requests

Board “Salutes”
The following people received a “salute” from one or more board members and/or the superintendent/assistant superintendent for their contributions to the Bloomingdale School District community:

Freedom of Information Act Request
Dr. Bartelt reported that one FOIA request had been received since the last board meeting.  Christina Morrison from Day & Robert (Attorneys at Law) requested copies of documents and materials pertaining to an agreement to sell property to Marklund Children’s Home.  Ms. Morrison’s request was acted upon within the required period of time.

2014-2015 Budget Adoption (F.D. 8/25/14-7)
After listening to a presentation on the proposed budget delivered by Finance Director Adam Parisi, a motion was made by Ms. Peterson and seconded by Mrs. Klco to adopt the 2014-2015 budget as presented, and authorize members to sign the appropriate form for the State Board of Education.

The Board held a discussion afterwards on the potential of 2015 being a very tight financial year for all districts.

Approval of IMRF Benefit Protection Leave for S. Koehn (F.D. 8/25/14-8)
A motion was made by Mrs. Lancaster and seconded by Ms. Peterson to approve and certify IMRF benefit protection leave for twelve months for S. Koehn.

Change in Meeting Date (F.D. 8/25/14-9)
A motion was made by Ms. Peterson and seconded by Mr. Moreth to move the regular Board meeting date in September from the 22nd to the 29th.  Voice Vote:  5 ayes, 1 nay

Review ECRA Survey Results from Administration, Faculty, and Staff
Dr. Bartelt summarized results from the survey administered by ECRA to faculty, staff, and administrators in the spring of 2014.  Overall, survey results were positive.  Two areas that will be addressed are the quality of professional development and transparent communication.  Dr. Bartelt will include “increasing transparency” as one of his personal goals.  He also provided results gleaned from the 5Essentials survey administered in 2014.  Due to the limited groups who actually took the survey, the Superintendent felt that a truer picture of the District’s climate and organization can be seen from the results of the ECRA surveys administered.

Dr. Bartelt will provide Board members with talking points to aid in their discussions with parents regarding 5Essentials.

Review of 2013-2014 Student Academic Results
Dr. Waugh summarized the results of student growth through testing completed in the 2013-2014 school year. Student growth from last year was compared with the results from previous years on spring ISAT and MAP assessments. Overall, District students achieved expected growth.  Dr. Waugh expressed some concern for the roll-out and timing of the new PARCC testing this school year to students in grades 3 - 8.  PARCC (Partnership for Assessment of Readiness for College and Careers) measures whether students are on track for success after high school in the areas of reading and math.  Mrs. Lancaster and other Board members expressed their concern for the instructional time being taken away from students due to the amount of testing.

Board/Superintendent Expectations
No changes were made to the existing School Board and Superintendent Expectations document.

Addition of Closed Session
Due to a request by Board President Terry McKeown for a closed session that was not previously listed, a motion was made by Mrs. Lancaster and seconded by Mr. Moreth to add this to the meeting’s agenda.  Voice Vote:  all ayes

Closed Session – Employment of Personnel – Evaluation of the Superintendent
A motion was made by Mrs. Klco and seconded by Mr. Moreth to enter into a closed session at 8:42 p.m. for the purpose of discussing the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the District or legal counsel for the district, including hearing testimony on a complaint lodged against an employee or against legal counsel for the District to determine its validity.  5 ILCS 120/2(c)(1) as amended by P.A 93-0057
